Head of the Indicator Analysis Division and Director of Education with the Organisation for Economic Cooperation and Development (OECD).
He studied physics at the University of Hamburg and subsequently completed a Master's in Science in the Mathematics Department at the Deakin University in Australia.
In 2003 he won the Theodor Heuss Award for his "exemplary democratic commitment" in relation to the PISA 2000 Report.
In 2002 he received the award for "Education and freedom in the field of education" given by the National Association of Spanish Private Schools.
His Master's thesis won him the 1993 Bruce Chopin Award
