He has been Secretary General of the Organisation of Ibero-American States for Education, Science and Culture (OEI) since January 2007.
Previously, he had been Professor of Developmental Psychology and Education in the Psychology Faculty at Madrid Complutense University and Executive Advisor to the Santa Maria Foundation’s Educational Advice and Assessment Institute (IDEA).
He is author or co-author of numerous books and articles, including Controversias en la educación española (2000); Evaluación de la educación secundaria. Fotografía de una etapa polémica (2002); El fracaso escolar. Perspectiva internacional (2003); Tecnología y aprendizaje. Investigación sobre el impacto del ordenador en el aula (2003), and Qué será de nosotros, los malos alumnos (2004).
